    The other side of that is,
    'It also pushes for a move of focus away from institutions and more towards “the extent [that] individuals and their communities could help themselves through their own agency, rather than wait for invisible external forces to assemble to do the job”.'
    This totally smacks of a report written by the kind of successful professional Thatcherite black people who move in Tory Party circles. The kind that say, 'if I could be successful then anyone can' which, of course is nonsense. Those people are the exception that proves the rule.
    Of course socio-economic factors are important. But that interacts with structural/institutional racism. The two are inextricably linked.

    As opposed to a report written by two people handpicked for their opposition to the concept of structural racism, who produced exactly the report that the government wanted to promote their flag waving, 'isnt Britain wonderful' campaign. They scrupulously ignored the views of those contributing who spoke of their experiences of structural racism (eg the difficulty getting interviews for certain jobs if you have a black sounding name, compared to your white contemporaries/equivalents).
    The government then carefully managed the media strategy, releasing only the selected headline grabbers about how Britain is an exemplar of racial equality and structural racism is a myth, leaving any of the reports details that could be questioned embargoed to the following day, by which time it's all old news.
    This is a PR job commissioned by our government full of privileged, mostly white, public school toffs, to promote their individualistic agenda and deny the extent to which endemic racism affects the lives of millions of people. Yes, we may be better than many nations on this issue but pretending that structural racism doesn't exist is nonsense.

    You might say it's a PR job but I'm sure for many people it actually sounds "real" and reflective of their life experiences. That's more important than who wrote it, it actually resonates for once.

    I don't actually think it says that structural racism doesn't exist at all. I think it says that there a wide variety of factors involves in society of which one is a part, but it isn't the most problematic or impactfull

    No report is going to be written without any side accusing the writers of bias. You gave to take these things for what they are.

    And answer me this.. if racism is such a big issue in this country how the hell did Abbott, Lammy and Khan manage to attain the positions that they have, a whole cross section of society must have voted for them, why though i'll never know....

    Because, in Abbott and Lammy's cases, they are bloody good constituency MPs who are very popular in their respective areas. Likewise Khan is very popular in London and likely to get re-elected as Mayor.
    Despite what you think, all three are very bright and competent people. The fact that they attract such a disproportionate level of criticism and hate compared to the useless bunch of Eton toffs running this country speaks volumes about discriminatory attitudes in this country.

    The educational system set up to systematically oppress people of colour?

    I've seen her speak publicly on several occasions. Yes, I'm saying she's thick as mince. Some of the smartest people I know have little in the way of academic qualifications.

    There may be racist people about but institutional racism is a myth and does not exist it was created by those who fail to take responsibility for there lack of education and a lazy attitude to life and is easier to blame the bogey man of intuitional racism rather than themselves for their failures, And of course provides a career in itself for some who have an interest in its perpetuity

    My brother in law has a degree from Durham University and teaches kids that go directly to Cambridge to study maths and physics yet i wouldn't trust him to boil a pan of water. Abbott is like most MPs, good at talking usually after doing a law degree but ultimately i get more intellectual debate reading Viz comic. I guess by the same logic applied in this thread Boris Johnson is a genius.

    What utter bullshit. Tell that to the many black people who work hard, get higher education and professional qualifications and then don't even get interviews for jobs because their names sound too black. This isn't a myth, it's been demonstrated in several anonimised studies and is the lived experience of many black people. What about the vastly disproportionate police stop & search of black people - I suppose that's just coincidence is it?
    I worked in the mental health system for 25 years and saw numerous ways in which minorities are discriminated against. Higher rates of sectioning, massively lower access to talking therapies, significantly higher doses of mind numbing neuroleptic drugs, virtually total absence of culturally appropriate care on psych wards, etc etc.
    Examples of institutional racism are legion. Only people who don't want to see it, or else don't understand what it means, could deny its reality. Many people seem to think that institutional racism means an organisation sets out to be deliberately racist, but that's not what it means or how it works. It's the cumulative combination of millions of day to day ( often unconscious) discriminatory acts that add up to organisations becoming/remaining institutionally racist, usually through ignorance rather than design.
    Why do so many white people get so offended by the idea, when it's so blindingly obvious that it happens all the time?

    Taking the knee is utter pointless bollocks now, its achieved, yeah you've guessed it, nothing. It actually meant something when Colin Kapaernick gave up his career to make a stand, now just a waste of time.
