Potential for what? If you check the links I posted, you will see that the club with the highest attendance in Super League, is not able to attract as many people as City!
It is the Saints with an average attendance of 13,711!
As the two links have pointed out the game is losing spectators.
Yes The Grand Final can attract far higher numbers, but that is a single game. The new Supa Odsal would not be big enough.

The figures don't add up, the cost is far more than the grant, the income and benefits are over exaggerated and fairytale additions like solar farms and hotels are proposed costing millions more. A dome stadium for a summer sport at a failing team who at their peak would have been lucky to see what BCAFC are pulling in for a standard league 2 game.
This has all the hallmarks of complete and utter failure, but with the "we tried it's the governments fault" blame shift when this fantasy is rightly laughed out at the first stage.
Keighley won a £2.25m grant to build a new main stand a facilities because the plans were reasonable, thought out and realistic. There are no claims of it bring thousands of people into the area or them all spending £500 each. Just a new stand with what they need.
It's no surprise one has been granted and the other remains a fantasy first dreamed up nearly 50 years ago.

So if Odsal is to be a Music Venue as well, then what happens to Bradford Live (the old Odeon), which has planning permission to convert it to a 3,800 capacity music venue. Add to that St Georges Hall with a capacity of around 1,500 and the fact that Valley Parade could host some events.
Just smacks of desperation to try and find ‘simple’ fixes, but with no ‘joined up’ thinking!

What amazes me , is the expected spend level of visitors to the stadium 1.25 million visitors per annum (25000 per week)
to bring in over £600 million. Lets say 1 event a week, a concert i decide to attend with the wife and we book to stay in the hotel, you would be expected to spend somewhere in the region of £900 to £1000 for us both to reach that sort of income.
I don't think so, will get back in my car head of down the M606 onto the M62 and back home in an hour and a bit, like i do now when i visit the o2 in Manchester or the Sheffield arena , First direct in Leeds or even the arena in Liverpool.
The boat has sailed on this , it needed building 30 to 40 years ago, but as usual Bradford council are splashing around looking for someone to come along with a life raft and save them. -
