It depends. It's only double jeopardy if thr referee deems it a legitimate attempt to play the ball.

If he'd just pulled him back by the neck for example then it can still be a penalty and a red.

 

If it is then its a stupid rule as Vaughan had gone round the keeper, then he had to score the spot kick, that has to be loaded towards the team that made the foul.
