    They’re speculating. And I don’t see any way of that working, or any sense in it. Phasing in the re-opening of specific business types makes more sense.

    However the phasing down from the current restrictions is done, it’ll create complexities. There’ll be no perfect way of doing it and where it’ll face its biggest challenge will be the extent to which we’ve already seen large swathes of society being unable to apply a level of common sense, personal responsibility and self-discipline.

    Whenever it is that the lockdown starts to roll back, my starter for 10:

    Those in the ‘most vulnerable category will likely need to continue as-is, and isolate.
    If you’re able to work from home, you still do so.
    Schools will probably need to remain ‘closed’ until the start of next school year.
    Businesses for whom the total number of employees and customers can be capped at no more than 50, with social distancing effectively deployed, can re-open.

    The underlying directive is still the same – minimise contact and threat of infection between households. So guidance should be ‘max of 1 leisure trip per person per week’. So one trip to a pub, cinema or restaurant. Impossible to police, but people need to assume some responsibility and the message needs to be ‘if people don’t comply, infection will rise and then its back to full lockdown’.

    Schools providing care for employees of businesses who re-open will likely need to be increased, so they expand their temporary role as childcare providers rather than educators.

    Businesses re-opening will need to have spot checks by police to ensure that social distancing IS in place – and I would suggest that to enforce it seriously, there needs to be a threat of forced suspension of trade.

    Frame it as a 6 week trial so people can manage expectations, with an update on potential changes – more or less strict in 3 weeks.

    More ambitious re-opening of offices, larger gatherings will need to wait. All other travel will need to wait - until there's a means of testing every traveler, international travel will likely need to remain suspended.

    Just getting over 20-30% of smaller businesses back open, with a small amount of leisure activity reinstated should be manageable and would make a big difference to the economy and people's wellbeing. But it relies on the masses being grown ups. As I say, that'll be the biggest hurdle.
