This is an interesting article in the T&A.

    https://www.thetelegraphandargus.co.uk/sport/18588482.former-bradford-city-owner-criticises-plans-salary-cap/

    It raises some good points.

I am for a salary cap on player salaries but maybe rather than a single number it is based on a percentage of total income or £1.5M plus a percentage of total income or....,,,,

That way it does allow clubs to work to increase their income which can be used to increase the player budget

How do you police it or validate income? No idea.

Just throwing it out for discussion.

As the EFL does with the current income-based salary cap. The club's have to submit their accounts to the EFL. What the EFL then does with the information is questionable!

Lower leagues don't need a different kind or fixed salary cap. There is an adequate one at the moment which encourages clubs to increase their income to increase their salary cap. All that needs to happen is for the EFL and the clubs to remove the loopholes which encourages wealthy owners to subsidise their clubs. But of course there are vested interests who don't want that.

Ive posted this elsewhere but when is any breach of a salary cap checked into?
if it’s after the event and let’s say bolton got promoted and were a million quid over the budget, what happens to them then?

Hopefully it would be a points deduction or fine but then again they got promoted so they wouldn't care.

Exactly and might be out of the salary cap then anyway and can spend more.
You only have to look at how long the EFL are taking to decide over what happens Macclesfield, Sheffield Wednesday and derby county. All dragging on and on and on.

Maybe, just maybe, with the introduction of the cap, we may actually start behaving like a professional outfit. Considering the 'strategy' of this club is to hopefully stumble on a gem like McBurnie or Wells or to hopefully go on a cup run to prop up the budget, we're going to need to go in a different direction, and a cap might be a blessing in disguise, for now anyway.

For starters, a lower, fixed budget means we can't afford to piss money up the wall on utter shite like Wright, Akpan, Anderson etc. We will have to spend what limited money we have, very wisely. This means no more jobs for the boys and a proper recruitment/scouting system.

Whilst I'm not in favour of this cap, there will be two types of clubs who react to it. There'll be those who understand the necessity of scouting/analytics and take this approach to ensure value for money whilst also improving their recruitment structure for the future, should the cap get scrapped later on. And then there'll be those who whinge and cry about it, change nothing in their 'strategy', shop in the shit pool and regress even further.

With those currently in charge down at VP I think we all know which one we will be.

I touched on it should be a % of turnover recently.
But as others have touched on its more the incompetence of the EFL itself. There are already limits in place but too many loopholes! Clubs selling stadiums to themselves is a similar example. I am praying it is in line with turnover. Otherwise i think it will be very hard for us to get out of L2

Just hoping people realise this option is very long term. Could take a decade for fruit to bear, if well run 5 years perhaps.

If the cap is agreed, it will be interesting to see if many clubs put in any significant investment into under 21s who, as it is currently been presented, sit outside the cap.

Will there be additional money spent on academies and development squads?

And could we see first team ready 19 year olds signed up on higher wages than those 21 and over? And what about a 20 year old signed up on a three year deal, with most of the wages paid in year 1, whilst they are outside the cap?

I agree with a salary cap but on 75% of what you receive not a max of £1.5m. If you sell a player for x amount but can't use it to strengthen then you may as well not bother selling.

I've a few thoughts on this. Bigger clubs will have money to spend on things other than players. Owners will be able to take it out of clubs if they want as they are more likely to generate retained profits whenever they get a cup run which can't then be spent building a promotion squad. Or they might choose to invest in facilities to attract fans or players to push the club on. It's more likely to make some players choose other countries rather than play here for less. It will also make it easier for clubs like Forest Green and Salford to rise through the ranks and stay up. That means big clubs are more like to drop into non-League and stay there. What do we think of City v Portsmouth in the Conference with limited spending options while Barrow play Salford in League 1? Ultimately that does not maximise crowds and atmosphere for TV so will lead to football general's demise in the lower leagues. It's like VAR - push it through without thinking it through. A short term money grab for clubs now. Think it through later. By all means cap budgets - but it should be linked more to overall club income and not at a fixed level for all.

    Umm... I'm stumped.

So why are Portsmouth and City getting relegated to National League?

Why are tiny clubs suddenly the natural choice?

Big clubs will lose their playing budget advantage over smaller clubs with fixed salary caps. It stands to reason that more smaller clubs will get promoted and more larger clubs will get relegated. Their means to buy their way back up is restricted so the natural tendency for big clubs to come back up is reduced. Man City could still be stuck in League 1 if they had been restricted to a £2.5m playing budget that brings no advantage over other clubs like Fleetwood.

Suppose location would become the biggest factor, thankfully we’re next to Leeds and a stones throw from Manchester.

But ignore location as a factor for a minute, if I am going to earn the exact same amount of money at two clubs, one plays in front of 12k fans a week with the potential for more if they get promoted and one plays in front of 3k I’ll go with the 12k everytime.

We didn't have a playing budget advantage over Salford, did we definitely have one over FGR?

The logic around this salary cap badly affecting is doesn't make a lot of sense.

Two clubs offer a player two identical deals (it won't be that binary, but for the sake of argument) - one is Bradford City, the other is Forest Green Rovers. Why would anyone pick FGR again?

I don't understand this anti-big club attitude our fans have about us. If Bolton were competing with Fleetwood for a signing, everybody on this forum would assume the player would go to Bolton. But because we're overly familiar with all things City, players are going to turn us DOWN?

No, the salary cap gives us a decent advantage over any every team in this division EXCEPT Bolton in a one-on-one shoot out for a player's signature. It doesn't hinder us, it helps us. But the real advantage will go to the team that assembles the best squad with the best balance and the best manager - which is EXACTLY the way it should be.

If we were going to be put at a major disadvantage to a smaller club, it would be against the club with the owner who best knew what they were trying to do and could sell the vision and get the right staff in. That WILL happen, but the rest of these snippets I keep reading about how it hurts us? Don't agree at all.

What happens if you are relegated from league 1 to 2 and the salary cap is almost halved. How do you reduce the cap If you have a number of players still under contract that would take you over the league 2 cap?

and what happens this coming season when a club (Hull) is relegated from the Championship with a 10's of millions wage budget to League One with a (proposed) £2.5m salary cap?

presumably like currently there would be a taper in place so clubs don’t have to sell players cheaply to hit the cap

Without trying to make it sound like it was then good old days’ but wasn’t it this before the maximum wage was abolished? Teams like Preston, Bolton, Blackpool, Huddersfield, Portsmouth, Fulham, Stoke etc etc were able to compete at the top table.

Not suggesting that will come back. That ship has sailed but if the money us a level playing field then the difference becomes the coaching and takent spotting.

so if Bradford and aportsmouth end up in the National League it will be because they failed in those areas NOT because they couldn’t compete financially.

    seems perfectly reasonable to me.
