I think you need to get a copy of the 85 page EFL manual on what needs to happen for start up then rethink your comments.

Sadly you have jumped on a very minor part of the report/guide which in true EFL working has no regard to costs which Clubs will incur and which most Clubs, including some at Championship level will struggle to afford unless there is financial assistance. Believe me, it's not just about cleaning toilets, the list of does and don'ts is endless, the recruitment of additional COVID trained staff, PPE for staff, no finance generating hospitality or concourse catering, endless cleaning of all 24,000 seats, strict instructions as to how to deal with matchday ticket sales, no matchday programmes, on and on and on. All of that in addition to the 50 odd page guide on training regimes.
As you know I was invited to leave the Board by Rahic but am still an Associate however I don't speak for the Club as I don't have all the knowledge, but looking at this document as I have, I would estimate a cost of over £100k to get matches back on. I would imagine clubs are hating this. There cost to put on a match don’t change that much just because there are fewer people attending and actually the virus may even cause costs to go up as they will need more match day staff. So the same or greater costs but significantly less income coming in. I wouldn’t be surprised if they would prefer an empty stadium to one that’s between 17% and 33% full

BD postcodes include places such as Horton in Ribblesdale and Settle nearly 40 miles from Bradford.

No away fans seems boring to me.
Then it can't be buy on the day because fans will need to be tracked. It has to season ticket sales only.
Also, no loud music and not sure songs will be allowed to chatted.
Fan masks will have to be worn.
