I hope for the future of lower league football that the current salary cap is reinforced in Divs 1 and 2 and some of the rules which allow owners to circumvent the rules are tightened up or removed altogether. It might avoid another Bury or Macclesfield happening. But they don't have to change the salary cap itself. There is a more than adequate arrangement at the moment with SCMP. All the league has to do is stop owners circumventing the current rules.
On the issue of squad sizes, if the PL can cope with a squad of 25, then I guess we can cope with a smaller one of say 20 since it's only players over 21 which will be limited. It doesn't apply to younger players so we might see either more player development at lower league clubs or more loans of the younger players.
The EFL is however running out of time if they want to implement either or both of the changes in the 20/21 season. Even if they decide to phase in the budget cap, there is still the issue of how to deal with existing contracts which hasn't been discussed yet from what I've read. Maybe they'll have to delay the introduction of any salary cap changes until the following season?

It is not only Bury, but other clubs such as Oldham, Macclesfield, Bolton, and Southend (and those are the ones we know about) who have trouble in balancing the books.Bronco likes this. -

I do agree 20 is too small maybe a max of 25, but yes for the sake of lower league football we have got to bring common sense to the table, but as others have said owners will find a way around it. -

Here is what the Premier League states, “Premier League 2 is a competition that replaced the Under-21 Premier League from 2016/17, with a greater focus on technicality, physicality and intensity to bring players as close to first-team experience as possible.

So they can have players who are aged 22 playing. I also assume they will have some who have turned 23 during the season, after the official start date. -
