Salary and Squad Size limit

    Personally I think the squad number is too small, given injury/suspension/ill-health/personal circumstances/loss of form and the need for two/three goalkeepers.
    If the figure of £1.25 million is agreed that would allow for an average annual income of £62,500 per player.
    Needless to say the PFA are against it.

    As every union would be they are working for the best interests of there members.

    I do agree 20 is too small maybe a max of 25, but yes for the sake of lower league football we have got to bring common sense to the table, but as others have said owners will find a way around it.

    I hope for the future of lower league football that the current salary cap is reinforced in Divs 1 and 2 and some of the rules which allow owners to circumvent the rules are tightened up or removed altogether. It might avoid another Bury or Macclesfield happening. But they don't have to change the salary cap itself. There is a more than adequate arrangement at the moment with SCMP. All the league has to do is stop owners circumventing the current rules.

    On the issue of squad sizes, if the PL can cope with a squad of 25, then I guess we can cope with a smaller one of say 20 since it's only players over 21 which will be limited. It doesn't apply to younger players so we might see either more player development at lower league clubs or more loans of the younger players.

    The EFL is however running out of time if they want to implement either or both of the changes in the 20/21 season. Even if they decide to phase in the budget cap, there is still the issue of how to deal with existing contracts which hasn't been discussed yet from what I've read. Maybe they'll have to delay the introduction of any salary cap changes until the following season?

    To harmonise the system, then perhaps the EFL could scrap the Under 22 (21) proposal and change it to Under 23 (at the start of the season), which would be in line with the Premier League.

    It is not only Bury, but other clubs such as Oldham, Macclesfield, Bolton, and Southend (and those are the ones we know about) who have trouble in balancing the books.

    Why would it need to be changed? Isn't the squad cut off age also 21 in the PL?

    I must admit that sometimes it appears unclear.
    Here is what the Premier League states, “Premier League 2 is a competition that replaced the Under-21 Premier League from 2016/17, with a greater focus on technicality, physicality and intensity to bring players as close to first-team experience as possible.
    The age limit for players is now Under-23”. https://www.premierleague.com/premier-league-2-explained
    So they can have players who are aged 22 playing. I also assume they will have some who have turned 23 during the season, after the official start date.

    That isn't the point. You're describing the PL development squad criteria. Quiter separately, the PL places a limit of 25 on the size of the club's PL playing squad. Who is in the 25 man squad list is reviewed after each transfer window and is published. But it excludes all players who are under 21.

    Okay I think we are at cross purposes. Clearly a smaller set up like EFL League 1&2 clubs need to look at a system which will work for them, if they are to limit the players salary (payment) budget and introduce a cap on the number of players. As I have stated several times, given a number of circumstances which can and do occur, then I think the number of 20 is too small. If players under a certain age could be exempt, then my thoughts are that to increase the age ceiling from 21 to 23 (under), gives more scope and flexibility to clubs.
