The teacher should have known that it would cause trouble. They are supposed to be an RE teacher so can not claim ignorance of the rules of the religions.
as for the head teacher taking action didn’t they only suspend the teacher yesterday after the protests started. The incident and complaints were 4 days ago. So would the head have done anything if the ‘mob’ hadn’t have turned up? Probably not. -

If it was posted mocking the victims in a spiteful and vindictive way then that is not good. That would be offensive because that is what it is trying to be.
If ,as it is often used in Fire service training, it was presented as an opportunity to learn and reflect then that's not offensive.
Well not to me anyway.
From what I have read the context of this cartoon was to be educational and explore a range of subject matters including freedom of expression and tolerance.

Found out later in life that the Headmaster was leader of the local BNP.
It all makes sense now. We only had half a dozen Asians in the school and there always seemed to be one of them stood outside his office. -
It will not matter in the end, There are forecasts that in around 20-30 years with present population traits the country will be mainly Muslim and Christianity will be a minority religion if allowed at all
