Looking at the list of contracted players at present then some of them will be counted as Under 21 and therefore not be counted in the squad of 22 outfield players. think the following fit into that category
- Cousin-Dawson
- Staunton
- Scales
- Harratt
- Young
- Lewis
- Hornby
- Doyle
- Threlkeld
- Foulds
- Songoo
- Ridehalgh
- Kelleher
- Platt
- East
- Gillead
- Sutton (thanks to @Petrov for the correction)
- Walker
- Eisa
- Cook
- Angol
It could be that a couple of the players may leave, if they can get two year contracts elsewhere. Threlkeld, Kelleher and even Cook come to mind.
We still have four pondering over their new offers; Hendrie, Watt, Vernam and O'Connor. I would guess two will sign and two move on.
I would think a squad of around 26-28 would be the target. We need players who can perform, rather than numbers, who cannot play to the required standard.The Evidence, Stoneski and Kevin1954 like this. -

However if you follow the EFL link below then these appear to be the current regulations:-
43.9 Squad Lists
43.9.1 Clubs shall be permitted to name up to a maximum number of Players in their Squad List based on the following provisions:
(a) in respect of Championship Clubs, 25 Players of which a minimum of 8 must be a Home Grown Player; and
(b) in respect of League One and Two Clubs 22 Players of which a minimum of 8 must be a Home Grown Player.
43.9.2 The following Players do not need to be included in the Squad List to be eligible to play in League Matches:
(a) in respect of Championship Clubs, any Under 21 Player (save for any Under 21 Player who is registered with the Club on a Temporary Loan Transfer); and
(b) in respect of League One Clubs and League Two Clubs:
(i) any Under 21 Players; and
(ii) goalkeepers.

Just to add to this issue let's not forget we don't have to register everyone, any players clearly not in MH plans like hopefully Threlkeld, Kelleher perhaps and maybe more I've forgot about will free up spaces.

Squad Players
Foulds, Young, Staunton, FCD, Young
Surplus:
Kelleher, Scales, Threlkeld. I’d also be open to Staunton leaving, possibly on loan. I wouldn’t be opposed to Cook going either, but that would mean 2 new forwards coming in.
That’s broadly what I think we need to do. And whilst I like the recruitment strategy so far, I’d like one of the centre backs and the DM to be older heads. Possibly the extra striker too.

Are there any Squad size limits in place?
League One and League Two clubs will be limited their squad size to 22 players for the 2020/21 season.
This will be reduced to 21 and 20 in subsequent seasons (2021/22 and 2022/23 season respectively).

This may well be out of date but until someone comes up with fresh material, I think we have to structure a squad within these limitations! -
