Vaughan fell out with Bowyer because he's football was dire. The fall out was back in October as well. Donaldson went missing.

Just pain awful! Shame Rhodes didn't sack him in Oct/Nov. He had a bigger budget then Fleetwood Town and wasted it. TBH none on that list fill me with much excitement. Hopefully Stuart has a free hand to use his influence and contacts in a positive way. Suggestions of a Moneyball approach may work however how much patience would our fan base have for players who are a work in progress. See Wood who made many errors before improving latterly. Our fans expect to win the league so a balanced approach is required to manage the here and now as well as the future. -
We have 27 on our books at present https://www.bradfordcityfc.co.uk/on-the-pitch/first-team-player-profiles/ So we would have to lose about 30%.
Also if our current budget is £2.5 million, then reducing it by half will mean smaller salaries for New players signing a contract.
I doubt Vaughan and O’Connor would get better contracts with new clubs, if they too have to operate with constrained numbers and budgets. -

Other issues that will need to sorted are such things as signing-on payments and bonuses. If they are not covered that some clubs will just use them to bypass a salary cap.
The final area I think that will need sorting is loans. These could also be used to bypass salary caps. Personally I think that Loans should be suspended for at least the next season. There will be plenty of out of work footballers who would willingly sign short-term deals to cover shortages without giving employment to an already in work footballer. -

The sum of £1,250,000 divided by 20 is £62,500 per player. So taking your premise, 16 players at that rate would be £1,000,000. There would have to be special dispensation for the four on £4,000 a week, until their contracts expired (another £832,000).

I wonder what the salary breakdowns as compared to income would be, then and now, for this core/fringe split. Add loan fees and expectations to be contributing to loan players' salaries, to the greater number of fringe players, and I would expect that, erlatively speaking, the current fringe would take up more of the money available than the old fringe.
