The stills look like handball, watching the incident though, its difficult to call, my initial reaction was it hit him on the chest,

Yer, the way he fell if the ref wasn't seeing it from the angle of the camera he may have thought it hit his stomach as he fell over. Couldn't see where the ref was stood.
