He just wasn't very good, that's probably why. He had plenty of pace but very little footballing ability and even less of a footballing brain.

A quick Google shows 30 odd games in two and a half seasons at Hereford then a short spell at Exeter before dropping into non league so that suggests FS pretty much got it spot on.

 

While you're at it, run a quick Google on Frank Stapleton's career as a manager. Even less ability as a manager than you claim Steele had as a player. I wouldn't place too much attention on Stapleton's managerial views.
