It will. It is a competition between English football's third and fourth divisions, with some kid teams thrown in. It would be the same across any country with a similar tournament; it is full of tin pot clubs, and those that aren't are usually only bothered about promotion. Attendance also dwindled when the kid teams were introduced; I've only ever been to one game in this tournament, and it was against Barnsley a couple of years before this format was introduced. There were around 5k fans there; that would be acceptable in the early rounds of the FA or League cups as well, so the introduction of kids teams is another reason for the crap attendances. All that said, like with any competition, attendance increases later on. Usually, the only real incentive with this is the chance to go to Wembley.

Attendances are crap in the other competitions in the early rounds; sometimes, you just have to accept it for what it is and not bother putting lipstick on a pig.

You seem pretty safe for this season, so might target this as a good day out at Wembley, we really need to concentrate on the league to hopefully join you in league 1 next season for a proper visit
