They are both number 2’s and not the worst as back up, but we need a decent number one if we’re going to go up. Neither are.

May be totally wrong but what it could look like is:

Adams went with Richard as first choice

Richard didn't perform at expectations

Adams got fed up and gave Sam a go

Adams now sure that neither of them are good enough hence he's looking for a new first choice.

Yes we definitely need a new number one, there was nothing wrong giving Hornby a go but he’s just not good enough to be a first choice keeper if we are to get promoted. Neither of our keeper costs us a lot of points, but neither save us any which the better keepers do.
