I’d make the team stand in the goalies area until goalie problem is solved

 

If you're a team doing it just to stop the game and slow it down just making players stand in a specific area wouldn't be much of a deterrent and I can see that ending in disaster when you have a wind up team who will use it just to wind up an opponent.
