Not English, but George Best, for me, is the greatest British footballer of my lifetime. In fact I'd say he's the greatest player of any nationality in my lifetime.
He could do everything - tackle, dribble (spectacularly well), shoot, score headers, you name it. And all with a heavy 1960s ball, often on pitches that would be deemed unplayable nowadays, with the likes of Hunter and Ron Harris regularly attempting to scythe him down from behind at knee height.
He'd run riot in the modern game with the protection that forwards get from referees nowadays.

And it's not just how much football they play, some players like Giggs for example, can play lots as a youngster and still have a long career at the top level because of their natural fitness allows but others can't. Fergie always said that Rooney was likely to peak early and then drop off because of his body type which makes it hard for him to keep his fitness (If he got a minor injury which saw him miss a couple of games you could always see how relatively out of shape he would get, he needs not only tough training through the week but also to play 90mins every game to keep his fitness)Stop hovering to collapse...
