Originally it was Church Institute designed by Andrews and Pepper, local architects who were also responsible for designing Bradford buildings like Manningham Mills and the Register Office on Manor Row.
It has been the Pakistan Consulate as well

As @Storck pointed out it was a church and a consulate in the past.
