    I'm surprised then if England has different rules. It's as bad as the bloody US. Why can't places that are considered to be 'One' just learn that things are simpler when the law is the same in all of the placed

    In this case it is Northern Ireland that has different rules rather than England. Currently Scotland, Wales and England all have same rules

    No place for quad bikes on the roads at all, from what I've seen they are all inevitably driven my idiots.

    Suppose it depends if it was registered, taxed and insured. If it is then there's not a great deal the government can do about who is and isn't allowed to ride it.
