Every company has to have both a Memorandum of Association and Articles of Association. They operate sort of in tandem.

The MoA describes how the company was set up initially covering what the company does in broad terms and what it can do, again in broad terms. opertionally and commercially. So, City is a sporting company which can run and operate various types of sports including footie. It can also do stuff which are necessary for the club to function such as employ people, pay creditors etc, buy assets, enter into leases and raise loans, but only as part of being a sports-based club. The MoA also defines the companies share capital, ie how many shares it has issued.

The AoA is more specific and describes how the club operates routinely from a shareholders perspective and how it is controlled. It describes for example how many shares are issued to various people or bodies and how those shares can be sold or transferred; who can be directors etc and how they can be removed: how formal meetings are called and how voting is carried out. It covers the important nuts and bolts of being a limited company. In City's case, all shares are currently vested with the UK holding company so unless there are new shareholders coming on board, I wouldn't expect any major changes.

It's not routine for AoA to be revised and even less so for the MoA! But until the revised MoA and AoA are published, it's impossible to determine whether the changes are important or not. The devil is always in the detail.
