I don't get how you are having them 'just popping up' when scrolling or replying. The ads load in their locations upon page load so they are already there so they aren't just popping up. The only thing I can think you mean is the one on phones that is at the top of the screen but that shouldn't be getting in your way to scrolls or post as its at the top. And you can minimise it as well by clicking the arrow on the tab at the bottom of the ad

Now the number of ads right now are excessive, the problem is only auto-ads are working correctly with user groups so that paid supporters don't get them. How auto-ads work is it identifies places in the HTML that can fit one of the ad sizes and it automatically inserts an ad of that size in those spots if it has an ad that matches you for that spot (some will see more than others because you match with more advertisers, if you want less maybe you need to stop being so appealing to advertisers lol).

Usually, we only have auto ads used for unregistered users, for the rest of you we have specific ad positions assigned. These ad positions have user group conditions so let's say there are two ad positions on a page, irregular posters might see both (although again it depends if there is an advertiser with an ad that fits the size that wants to advertise to you, you could never post and not see any ads) but a regular poster would only see one as one of the ad positions doesn't load for your usergroup
