It's a 12 months transfer Embargo until 2021 but no mention at all of a wage cap.

Sounds to me that they can sign Doyle, Spearing or ever and they plan too.

They can sign free transfers only

I do feel for BWFC not spending a penny. Must be awfully painful by now.
BWFC have made an official approach for the Barrow manager, Ian Evatt and his Assistant with the compensation figure being reported as £250k upfront. So apparently Bolton have suddenly found some significant money after their money woes in the last year or so and the current uncertainty/lack & loss of income from Coronavirus.

I don't think many football clubs learn and just repeat the same errors.

Edit: They are also under a transfer embargo until the summer of 2021 apparently so can only sign free transfers. Also, supposedly interested in and competing with Swindon, as well as Salford, for Eoin Doyle.

Reckon Eoin Doyle is a busted flush now, won't be able to repeat this seasons vein of scoring goals wherever he ends up...

Lots of clubs signing players on the basis that it will exempt players signed before it starts, Bradford however seem to be waiting for its implementation as an excuse that they cannot sign players due to the cap.

With all the financial woes Bolton have had it amazes me how they
can offer £4k a week and the player seemingly jumps at the offer.

What kind of assurances can a club like Bolton give, to convince the
player he will be paid? If you learn from other peoples mistakes and
woes, you can save yourself a lot of hassle.

Im fairly certain players are at top of the list to get paid if a club goes into admin. The rest fight over what’s left. If he signs the deal he would get his money some way I imagine

It would appear Spearing will end up with Parky but after reading 20 pages of comments on the Sunderland fans forum site, the player would not be a welcome squad addition at all.
The vast majority of fan's don't want him to sign.

No different to us mate, I'm sure Parky knows what required, not sure he has a lot of money for players, Sunderland fans need to get real.

I agree he would be a good acquisition.
On another note I see Ipswich Town are after Sunderland's Charlie Wyke.

After watching the Fleetwood v wycombe play off it seems that the standard of football in these bottom 2 divisions is worse than awful, we don't realise just how good we had it 2 years ago before the heart was ripped out of our club...

Well How,Bolton have history of not paying their players so if theres
no money, nobody gets any.Macclesfield and others have been in
    similar circumstances.

I think EFL may cover unpaid wages to players but it just seems a
risky decision to sign for a club who seem to be struggling financially.
