    Well I watched , whilst it was well it’s put together as a documentary I wish I hadn’t watched, very emotive but I hope it’s been watched by people who weren’t aware and those that had forgotten

    The venue required licensing. A (public) body independent of the club. I assume that they would inspect the venue and only if it met the requirements of the time, would it gain approval to operate. Have you got the reports by the licensing authority?
    Yes the club could and should have done something about certain sections, but the licensing authorities as far as I am aware granted them a licence. Given that you seem to have a particular interest in the matter can you answer the following?
    • What was the licensing authority at the time.
    • What professional qualifications and background had the members.
    • Who inspected the stadium and when.
    • Is there a report available.
    • What if any conditions were attached to the license.
    • As you name City officials, can you name the individuals on the licensing board and those who specifically inspected the stadium.

    As the safety at Sports Grounds act 1975, wasn't applied to D3/4, was there No licensing required unless applying for grants. Then the emphasis was on club to show the structure was worth updating and they were also following the code of the green guide (which was left for owners to make sure they kept a safe house)

    However.
    D2 was covered by legislation.
    And VP was about to have capacity cut to 500.
    They may have been granted a 12 month extension on certain work. But for the stand , immediate closure and be condemned as the death trap it was known to be.

    This thread is rumbling on , pushed by one poster
    I can not understand what his motive is
    The day happened and we that were there would give anything for it not to have
    The enquiry found no one to blame , an accident
    Lessons learned at a terrible cost
    Sports stadiums now safer and comfortable and a burns unit the city can be proud of
    We don’t forget , we don’t apportion blame

    Apologies to all as I posted this reply incorrectly first. Not even sure where?

    Your screenshot is dated June 1984.
    What was the application for?

    As in March 1985 there was a board meeting where Heginbothan requested Goeff Lee, to draw up plans with anticipated cost of £400k
    However his costings were hugely underestimated. Plans were given by G.Lee in a boardmeeting on May 9th.
    The cost was far above expected.
    Also ground sharing was not an option as City relied on gate receipts.
    A proverbial brick wall.

    So it's important we clarify what your application is actually for?
    Cos from my info, it isn't rebuilding the stand.

    Thats for you to prove. I'm simply pushing information your way that there was an application for planning permission in the run up to a claim that building work was to take place in the following summer. You said you couldn't find anyhing of the sort when a 5min view on the council planning permission website brought up the said screenshot.

    You are the one pushing there is something more than we know going on, not me. It's for you to prove, not for me. I have nothing to prove other than push holes in your statements.

    This all stemmed from my correct view that back in 1985, the flaunting of fire safety was not acceptable.

    Some seem preoccupied with defending people, rather than risk admitting something to themselves or for others to see.

    No, you are the one pushing things, the burden of proof is on you. No one else here is making claims other than you. You claim there were no plans submitted to the council and a 5min check on the council website shows that to be a false claim. We have someone else openly saying he was to be involved in modifications to the stand in the post season. What we have from you is a lot of hot air.

    You appear to have your own agenda here, using the site and this particular thread to further your own undefined goals. I struggle to understand what you're seeking to achieve on this very emotive subject.

    There is an inference that you attach some blame for the tragedy of 40 years ago to Tordoff and Stafford. Neither of course are here to explain themselves. Equally important is that the Popplewell Inquiry was set up to help to improve safety issues at sports stadia in the future and not to ascertain any responsibilty or liability for the fire itself. That's what Judge Popplewell said about his own remit. You appear to have a different view to the Judge on what his Inquiry should have investigated. It will be better for everybody if you were to pursue your own alternative 'inquiry' elsewhere rather than continue with it on here.

    The Popplewell Inquiry was purely a ground safety affair.
