It was the club that requested the area be put there so they must have thought at the time that selling on the streets wasn’t feasible. They will not want to currently bother the council about incase they enforced it fully including programmes and Shirt of Your back tickets

Just checked and the price of a scarf is a £10. Sell say 100 over the three sections of the ground and that is a tidy £1000. https://bantams.clubstore.co.uk/hats If goods are easy to access then they are more likely to be sold.
One for @Glenn Ackroyd to consider. -

If you are in the upper tier of the Main/JCT stand then you do not really go onto the lower level. There doesn’t appear to be a universal area on the upper tier.
The area at the back of the lower Kop is not very large. Not sure what it is like in the Upper Kop?
I have never been in the NW Corner so l can’t comment on it as a stall location.
The Midland Road from what I recall had a fairly deep concourse and would be suitable.
The Bradford End/TL Dallas is fairly small and no real suitable area, although it is usually only away fans in there.
It is footfall in a prominent location which is essential.
No obvious reason why they couldn’t sell outside the stadium pre match and move inside at kick off time to catch half time sales.
