City have built an infostructure and have had a plan which has been put in motion over time. Their net spend this transfer window have seen them bring in Haaland, Phillips and Alverez and still end up bringing in more cash via transfers.
Contrast that to Man Utd who have just thrown money at it again, like they do every year and still end up nowhere.
Lets be honest, if at times in the past Blackburn, Newcastle, Chelsea and Man City didn't put forward massive investment during the periods they were challenging Man Utd, Arsenal and Liverpool would just pass the title between them due to their historic size.
If Man City weren't throwing the money about that they are doing now, then the money Man Utd, Arsenal and Liverpool throw about each year would just see the title go to one of them.
