A walk out/non-attendance is a good start, however, when it's blatantly clear so many are already not attending I'm not sure this is the big gesture intended.
Though I agree with hitting where it hurts in the pocket is the most sensible way, I think we need something that can be an image and be made repeatable to ram home the message.
Something like coordinated throwing of tennis balls onto the pitch (Charlton springs to mind) as this creates something 'iconic' which draws media attention and is repeatable and would be broadcast over and over again on SSN/BBC Sport/Quest etc. -

What I have noticed recently is how empty a lot of the Main Stand is.
If everyone who sat behind about Row L came forward after the Kick Off, occupied all the empty seats and then walked out on say the 80th minute (when the ball was in the middle of the pitch) it would be captured by the TV cameras.
A very visible expression of dissatisfaction and not breaking any of the stadium rules by throwing objects onto the pitch.
