There is a recruitment embargo on Chelsea, as l understand it. From my point of view the EFL/FA/Premiership have to take measures to stop clubs from getting an unfair advantage. Bury had an unfair advantage last season, on the basis that they employed players they could not afford. I would be utterly furious if I was a Mansfield supporter!

It's the same as when Bolton went up from L1. They were in obvious financial difficulty, had previous for not paying players or other clubs what they were due etc. They were on a 'one in, one out' transfer embargo then totally sidestepped it by bringing in loans of high waged players and the EFL let them get away with it. They financed their promotion with borrowing they couldn't afford and it all came crashing down last season.
It's been obvious for several seasons that Bury were playing with fire financially, but the EFL did nothing. Then they let Day sell the club to another charlatan who took them from bad to worse. This was an obvious missed opportunity for the EFL to check that the new owner was kosher.
I think the MPs are spot on over this. The EFL rules on club ownership and spending are totally inadequate and even then aren't properly enforced. It must be heartbreaking for Bury fans to powerlessly watch their club get kicked out of the leagues when it was obvious to them that the owners were incompetents/fraudsters and the EFL did nothing to intervene.

and at the time of the spending the Bury fans weren’t complaining either just like when we spent big in the PL not many fans would have been happy if Rochmond’s signing were blocked by the league

What good is failing them though? That wouldn't have helped Bury because once the purchase has gone through they can't force an owner to sell the club. There is a reason why Bury's owner was willing to let the club goto the wall rather than take offers he felt were below value and that's because the club going to the wall was better financially.

Chelsea's ban is for signing minors not for any breach in spending though.

And it's almost impossible for things to be done to control it. Firstly it's like the transfer window change, if everyone does it then it's great but if other countries aren't suddenly there is a massive disadvantage to being stricter on these things. It needs to be a world football thing but getting clubs in the Premier League to agree on FFP regulations and punishments is hard enough, let alone all leagues in every country

And second you have clubs who will cheat their way around it. Take Man City for example who got around FFP regulations via various sneaky actions including
    • Farmed almost all non-playing staff out to a 3rd party company belonging to the owners who lease it back
    • The owners paid a 3rd party to buy the image rights at an inflated amount allowing them to put money into the club that they aren't allowed to do directly
    • Signed sponsor deals at inflated amounts with companies owned by the owners or the owners family.
How do you combat clubs being sneaky? And clubs with rich owners for their level will like city do argue that its unfair not letting their owners pick up the bill even though it leaves them on a cliff edge where they couldn't survive without the owner while pushing everyone to spend more than they should to keep up. Doing things like giving them fines or kicking them out of competitions doesn't help as it makes them more reliant on owner bail uts

That's, why I've said in the past fans, have to take some responsibility. You can be an owner and go in with the intention to run the club right BUT fans don't like clubs being run right as in their eyes that means underinvestment. An owner ends up in that between a rock and a hard place, they spend within means and have the fans on their back or they spend beyond their means and put the club at risk and potentially end up like Bury. It's easy when you love football and the club to get blinkered by the desire for results but across the board fans maybe need to take a bigger picture view and realise having a club is better than winning the league but the club being dead next season. It's a situation people only really bother about when their club gets to the point of going to the wall

In the current EFL set-up, very little could have been done differently in the end game. If an owner of a club, even one on the verge of being liquidated, doesn't want to sell, he can't be forced to sell. It's his call as to whether it makes financial sense to sell or liquidate. Personally, I think he underestimated how the EFL would respond in this particular situation. Short of implementing some kind of golden share arrangement, there is little the EFL can do at that point. And something similar could happen again to another club.

But tightening up the rules around SCMP, the O&D test, the rules on having adequate funding in place could have avoided the situation from developing in the first place. Better to tighten up the rules and avoid the situation arising where a club is operating beyond its means by improving the governance and pinning personal responsibility on those who have made poor decisions or flouted existing EFL rules. The fans might not have wanted to stay in the bottom division and would clearly have wanted promotion. But unfortunately and not through the fans' decisions, the club's financing was unsustainable, and overspending on the playing side to secure promotion resulted in the demise of the club. That's the stage where things have to improve and not simply focus on the end game.

The phoenix club Bury AFC have applied for membership of the North West Counties League next season.
    https://www.nwcfl.com/news-articles.php?id=8121

They are one of 11 clubs to apply; 9 of the others are clubs seeking promotion from the level below, with FC Isle of Man making up the applicants.

The supporters' group running Bury AFC in the North West Counties League and the other supporters' group, who have the ground (Gigg Lane) + the rights to the name Bury FC, have both voted to merge back together.

They will now change the name of the team back to Bury FC and operate at Gigg Lane next season.

They are currently in the North West Counties League Premier division, having just missed out on promotion. So, as @Tony Wilkinson@Tony Wilkinson states, they are at level 9.

What did for them in the end, was having to play around 10 matches in the last 20 days of the season, as the ground they were sharing became unplayable for much of the season. Back at Gigg Lane, I would expect them to get 2 or 3 quick promotions, after that it becomes a bit trickier, as they come up against other clubs with money to spend.

We need to get the main stand operational by the first league game of the season in 3 weeks as under north west counties rules you have to have at least 3 sides open .
I am not sure what works are required - all the aesthetics from a fan point of view are done, must be some more technical safety things that are required now .
Vandals were in causing trouble in the intervening years and of course anything of value was removed by previous owners
But I am confident we will be fine . Hopefully the game against PNE gows without hitch today and the council / police will allow us to increase capacity limits .
Then it will be just down to the boys on the pitch

The police presence was way over the top yesterday IMO, is that financed by the council or the club.

    Morning all.
    First league game is tomorrow
Just to update you on the Bury situation.
We finally got the news on Tuesday night that we could fully open 2 stands ( the 2 that were partly open for our game with you )
That gives us 5500 spaces .
So thanks again for helping ito make this possible .
We still await what we will be allowed in the main stand ( yes the game is tomorrow ) but will be very restricted - think in the hundreds .
We have 1500 season tickets . General tickets went on sale Wednesday morning and as of last night we had sold 2600 .
    So over 4000 total on.
Whilst we might not make it anyway and it may not be possible because of capacity we will be heading towards the NWCFL agate record of 6023 ( ironically when FC United of Manchester played at Gigg )

Going to be some party - just hope it all goes well on and off the pitch and that plenty come back for future games

Financed by the club for any officer that comes on club land . Agree it did seem over the top and seemingly £5500 we could have done without spending .
