TBH if it was me I would maybe do something like
    1. Allow 5 subs to be brought on
    2. Increase number of named subs to 9 or 11
    3. Require x number, say 3 to be under 23 and be considered homegrown at the club (Either using UEFA's definition of having spent 3 years between the ages of 15 and 21 or some custom definition)
    4. x number of the subs brought on have to be from this HG group. 1 would make the most sense
That way if a match is being won with ease the manager has youth players to call upon to get some minutes, sometimes there are matches you could give a youth player some minutes in but they weren't named on the bench. And managers would be encouraged to bring at least 1 on giving them more exposure to the first team.

You get that extra pair of fresh legs and its also good for the development of players who sometimes find it hard to get first-team minutes which helps both them, the club they are at, any club the later join and also potentially the national team.

That kind of system I wouldn't even mind staying AFTER COVID issues are resolved. Maybe even after COVID making it so subs 4 and 5 have to be u23 and HG at club

I'm really not sure if you believe that or not?

There's only one reason Man Utd, Real Madrid, Barca etc fly half way around the world to places like Japan and its got nothing whatsoever to do with it being the best type of preparation for the PL campaign. To suggest otherwise is a nonsense and the kind of statement I'd expect from those pushing for a European super league and such like.

Changing the rules mid-season? This sport is becoming a joke.
