The transfer fee doesn't matter for the salary cap, it only relates to player wages and costs associated with the player like bonuses, relocation fees and signing on fees.
With the way it works their owner could easily put in an extra bit of money to cover Young's wages this season if they are that close and really want him.

 

Yew, exactly but it would make sense that they'll try and ship someone out to make space for Young's wages. Their chairman was saying they were tight to the cap.
