Exactly. The mentality of any organisation, business, team, starts at the top. When the stated ambition is openly 'just don't go down, don't go bust', it doesn't just set you up for ridicule, or lead to doing things on the cheap or making decisions in a sloppy, fragmented manner - it infects every aspect of the club.
