I think a lot of the time the figures quoted are guesses and when they do know the figures the amount changes depending on who's reporting it as to whether add ons are included or not. It happens all the time in the Premier League, when Anthony Martial was signed the actual fee was around £35m but people who wanted to make it sound more said it was £60m when really the fee is only that if he met his performance clauses.
Some journalists like to throw figures out there then people take it as gospel like only a couple of weeks ago people were having a meltdown as according to Alan Nixon Young was being sold to Carlisle for 200k which we can now say is 100% false.
