It’s not strange. As part of an agreement I was once involved in , the deal was I couldn’t work for a competitor for 12 months. It cost em, but it can happen as part of a “deal”

I don't think City could be considered to be a competitor to Sunderland. Many of those clauses don't hold water these days as they are considered an unreasonable "restraint of trade".

If it's Adams and it's true he has been "moonlighting" for us by having input into the retained list etc
Then I am very disappointed in him and wouldn't want him here, whether with permission or not it's not the done thing and surely he would be within breach of contract what's to say he wouldn't do the same with us if he was successful, remember Roy McFarland and Derby !!!
Only 2 names remain on my list Turnbull (which fits with what Mr Sparks said) and I hope not or Parky but why the delay and veil of secrecy I do not know
