Every club has already submitted something called the Pre-Season SCMP Submission. They were sent to the EFL in June. In short, they demonstrate, with a load of assumptions at this stage, how the clubs will stay within the SCMP rules over the coming season. Those assumptions include lots of financial stuff - forecasts of ticket revenues, existing costs of the manager and playing staff including future bonuses, forecasts of commercial income, assumptions about transfers and player costs linked to them, equity injections from the owners. I guess some of those assumptions will be on the heroic side at this stage! The important bit and this is what I think is meant by the phrase 'live' or 'real time' monitoring is that clubs have to inform the EFL of the impact of assumptions becoming realities and the impact those changes will have.. From my reading of the Regs, the EFL will be able to see quickly whether the SCMP limit is likely to breached.

So yes, it may well be that clubs have to work a bit smarter so that they better understand the impact of transfers on the finances of the business overall and the SCMP controls in particular and not just stick their heads in the sand. In extremis, the EFL has the final say on player registrations and the SCMP Regs allow them to stop a registration if the SCMP limits are likely to be breached. That's a pretty heavy stick which the EFL can wield and I doubt any club would want to get into that position. Gone are the days when the main issue of recruiting a new striker is what kind of pizza he prefers!
